Step 1

Draw a triangle 8 1/2 inches tall by 11 inches wide on an 8 1/2-by-11 piece of paper for a template. Draw the triangle with a ruler, for straight lines, and a pencil.

Buy sheets of 9-by-12 felt for the number of flags you desire. Choose multiple colors or a single color. Transfer the paper triangle to the pieces of felt with a pencil or pen. Cut the triangles.

Step 3

Attach each felt piece to the top of a wooden dowel. Use staples, glue or nails to attach the felt to the dowels. Choose 3-inch dowels for children's parties and 6-inch dowels for adult parties.
